Ok, I am working on how to change skin.

First, you need IMG Tool and a PED viewing program.

You can get both of the above if you go around youtube and search for PED changing tutorials.

Next, you need to get Skin selector, I know CLEO is associated with one.

You are changing a pedastrian, then becoming the pedastrian. This way, you can play Carl AND change into Miku. Though, that WILL make a certain type of a pedestrian INTO miku.

That's as far as I understand though, going to test it out.
