Basically Jennifer was shot by some mob enforcers, and Bruce managed to find her. He gave her an emergency blood transfusion which resulted in changing her into the She-Hulk.

Unlike her cousin however she has a much less unstable personality, so she doesn't have the same problem Hulk does, but neither does she have his incredible power.
