The thing in question is below the lure. When the lure falls, there is a whitish thing that scoots away, make a big circle and then returns to its original resting place.
my guess it is mostly a matter of perspective. The view from above shows the disparity between the body girth and a slender tail. I wouldn't say it i flagellum-like just appears so by comparison. based on the depth my first guess it is a jack knife fish or a spotted drum which would look very different from a side view yet have that appearance from above along with the exaggerated motion of the tail. Look them up in the peterson field guide. there are other possibilities like an eelpout.
@TheJigHQ Hi again. I was looking t the distribution of eelpouts so that can't be it. It looks like a large version of a juvenile hihat (tail vs body and shape from above along with the exaggerated tail motion) so that is why i guessed jackknife or spotted drum based on size or perhaps a large blenny like a hairy blenny or something.
