I have a (U.S.) locomotive engineer's license and in this case where I see a steam locomotive and a station I would immediately suspect railfans present and would start pre-emptively sounding the horn. I have seen many stupid things with naive railfans including one standing with his foot in a remotely-controlled power switch and another standing on a boxcar for a good view, but also very close to a 10,000 volt overhead line.
