well bored carb means to make it larger then what it came with and porting is a term used for a engine for making the intake and or exhaust whole enlarged.

No if you have a 13mm carb you can bore it to 15mm. it is a way to make it bigger if you can't find that size. also porting is hard. If you make it to make it to big or small you could mess up the power bands.
