Because the amount of seats you see empty is the amount of tickets that didn't sell. I've been to about 4 of these races at RIR and an Indy race has never sold out and never will.
that was a big crowd for the IRL (id guess 60,000) considering it was raining EVERYWHERE in richmond that day except at RIR. the lightning over the back grandstands was enough to send some people home.
The track is half empty because, except for the INDY 500, none of the tracks open all the seats to be sold. If they did, they wouldn't sell them anyway cuz what WAS opened didn't sell out.
