When companies like Beztak built properties like this, they did so without the expectations of the housing bubble bursting. They assumed, based on what they saw at the time, that it wouldn't be difficult to rent a $1200 2 bed 2 bath apartment with no utilities included and only long-term leasing available. As this is no longer the case, the property has had to make do with what they have. Honestly, it's just another case of developement gone wrong. The work is shoddy, and no bubble supports it.
