I bet the director was so proud of his animated movie that he did not want this serie to be better and feared the animated movie being ignored then, so he took any pleasure with this serie with not much of a story and made boring long scenes and repetitive fight sequences to make sure the Animated movie remained the best thing based on the video game.

This was a great series, albeit it wasn't too loyal to the original game canon. Can't blame them though Capcom US screwed so many things up and they canonized a bunch of things way after this series was done. I guess the animators aren't the ones to blame (although they tend to recycle some clips over and over).
