Ron Paul doesn't like earmarks, etc. As a matter of fact, he wants to eliminate the income tax and reduce the amount of money the House has to 'divvy up' by 67%.
I agree with him on earmarks however. Ron Paul has consistently maintained that Congressional earmarks are the lesser evil compared with allocating those same funds to Executive discretionary spending.
It sounds like you buy into the concept of unelected federal bureaucrats deciding what Districts the Treasury funds should go to.

As I hope you know, the $ amount in tax receipts every year is fixed. It is a matter of who decides how to spend it. Ron Paul feels earmarks at least ensure the budget is decided where the Constitution says it should be; the House of Representatives et al 'fiscal bills'
