@TheDestroyer1210 Rookie, or Bowser, is a boss alongside Popple. Bowser was transformed/brainwashed into many other Bowser characters, such as Shrowser and Bowletta. Im not sure how Bowser became Rookie, but what i do know is that i love Rookie

Bowser got himself stuck in a cannon after Fawful came and destroyed his ship. Border control guy named Toltstar later launched him somewhere far away after going back on his deal to let the Mario Bros. pass and free Bowser for a toll payment.

Presumably Bowser landed on his head and suffered amnesia. Popple would then find him and take him in as an apprentice.

Thus giving us Rookie.

Ok this is Mario and Luigi superstar Saga, Bowser lost his memory after his ship crashed and he got shot out of a cannon by some green dude you have to fight. Popple found him and probably claimed to be his master. Popple is a thief. You seeh im more then once in this game.
