It's evidently clear that Jack is in in love with Gwen but he knows that he can never give her security or look after her properly and he'll also have to watch her grow old and die. The press release for season 4 says that Jack returns because of his unstated love for Gwen so who knows? but it's clearly obvious that he adores her.

WOW. The scene where he comes up to her and tells her that he would notice a huge difference! WOW! He loves her SO MUCH. Sorry to Ianto fans. But how can anyone deny that Jack is completely in love with Gwen. He gets teary eyed just by having an intense argument with her! Then he is watching her hugging Rhys, and AGAIN, Jack looks like he is about to cry!
