The weight of the plane ,Fuel,payload, determines how high it can fly. Since you cannot change the wing shape,yet, or length, the heavy plane cannot operate at the top of its envelope. The plane would be at high alpha with a lot of throttle to stay at high altitude while heavy. For that reason planes do a stepped climb profile. As fuel is consumed it can climb higher.

different altitudes for each plane, if you go on the plane specs on FSX it will tell you the ceiling (the planes maximum altitude above sea level)
