At a minimum, it is clearly a confession on the part of the city of St. Paul of its willingness, if not intent, to cross the line and break the law (at the bidding of the RNC) if necessary. And the RNCs willingness to pay for it if necessary (up to ten million dollars)!

We walked our evac route on 8/29 in memory of Katrina victims. About a hundred of us & were holding banners which clearly showed who we were. Walking Together Legally. We had children and elderly with us with us. Suddenly we were watched by police cars-marked and unmarked. IF WE don't surround and watch them at their headquarters with signs & banners reminding them of the constiturion and abuse of authotrity,the Right to voice Will Be Lost, and The mission of war criminals will be accomplished

I know, I know, the pain of people living in poor neighborhoods is no fun at all, too much work, too much of a bother, too messy, and if you get involved you are far more likely to get your head bashed in, your family threatened, than if you clash with cops. No one in college thinks the people who chase drug dealers off the block are "neat". No fun us vs. them partisan games. It's more fun and safer to blame rich suburbanites and cops. I don't watch anything that has commercial interruptions.
The civil rights and antiwar are joining forces in my state. You can find out if they are joining in yours . If not, go on in and find out how you can help them unite. Some fear taking a position on aspects of each others' issues, but that is when you determine your POINTS OF UNITY.and forget that each side has issues which you have no position on. But the ACTIONS and DEMONSTRATIONS will be EFFECTIVE. Public awareness will be RAISED. THE PEOPLE UNITED will be more impossible for them to ignore.
The only inner city community groups that are worth while are the ones that take a trong stand against Rights Abuses.
In my opinion, the community groups who work hand in hand with the mayor's office (like the crime watchers ) Are nothing. They have no ambition to actually improve what really matters to solve problems.
