They must have permission by the appointed Magistrate for this planet.
And they must abide by Zhori laws.
For instance, they cannot take aboard anyone unless that person was a soul mate or a child of theirs.
So the only reason you could be taken aboard is if your momma or daddy or a soul mate or yours was one of those aliens. It is illegal otherwise.
And you don't want to do illegal things in the Zhori Empire, because they are forceful of maintaining their laws.
