Whereas leg bones and pelvic bones (etc) are easily folded into any number of positions conducive to being placed into a large bag (that is, being swallowed by snake), those horns do not move in relation to each other. They point slightly away from one another and their whole purposeg is to stab and deflect and even kill any would-be predator.
