Raising fuel prices does nothing to help. Commercial interests adjust their rates to off-set the costs, all it succeeds in doing is limiting the access that poor people have to autonomous transportation.
Likewise the whole 'carbon trading' business is just a ploy to bolster an ailing commodities market and has nothing to do with addressing the key issues.
Electric cars have been used since the late 19th century. In fact the first ever car race held in France was won by an electric vehicle.
Problems with electric cars:-
When petrol or alcohol is poured into a motorist tank all that is required is gravity. Charging batteries takes a long time, the older the battery the longer the charging time.
Battery creation use many nasty chemicals, including, lead, sulphuric acid, zinc, copper, etc..
Street charging will be problematic as in order to charge a battery the current has to be converted from AC to the more dangerous DC. Vehicles on charge could be vulnerable to vandalism.
It would be easier to convert buses first, as they are parked in a secure area and have fixed milage per day.
Batteries are also very heavy. However, over many years they have been used successfully in the UK for milk floats.
And how will the electricity to charge the battery be generated?
Low-cost hydrogen is the solution, we have been using a hydrogen still and generator for five years, it's great, our monthly generating costs are about £11

small electric vehicle. - top speed maybe 15mph. Used in the UK to deliver milk door to door in reusable glass bottles.

There was no problems with electric cars.
Large oil companies were fully against them. And that is the only reason, why electric cars didnt come more popular.
Again, in 2009, oil companies are still trying to do everything to stop deveploment of electric cars.
