This is Like Cash 4 Clunkers Waste, half of the cars that are being destroyed are better then what you see today being made my personal opinion is to donate these cars to people who cant afford them instead of paying more money to destroy them let alone make them. All these things are out there to do is put people in debt by making them buy a new vehicle.
This is a ridulous scheme; the UK version too. It is, essentially, prematurely scrapping cars which still have a useable life. As suggested in the article, it seems as though this scheme is detrimentle to the enfivironment. What the CO2 emmision of builing a new car?
Old cars are not inherintly bad for the environment & air quality.
We have a similar scheme in the UK. I hate it. look at all the perfectly good cars being destroyed, and this will make it difficult for poorer people to buy cars. It isnt environmentally friendly as a new car takes allot of energy to produce. A waste of time, dont do it.

It's stupid. Those 'scrap cars' are light years away from the cars I've ever owned. They could've given one to me! Such a waste, it's really a shame.
