really depends... starting an army is rather costly(200-300£/300-450$) but if you can live with 1 of the 2 starter pack armies(present day: Marines and Orks(used to be the beasts you see in this video) you can perhaps start out at 40-100$/60-150$) of you find some one to take all the figures in the pack that you don't use, and exchange for all the figs he don't

but if a terrible player is using them they can become the worst.

so really every team is equal its just the player who is making the shots that decides what team is better

No, a crap player would get steam rolled. They lack the numbers just like Chaos Space marines and so players make up for this by using clever use of tactics and weapons, good unit placement, properly equipping their units, and good dice rolls (as with any army).

it mainly depends on what your going for, while Space marines are very Versitile and can fillout many roles, the Tau are heavily Shooting focused, the Eldar have units foucsed on one form of combat so it's mainly on how you'd like to play
