When Spawn (Al SImmons) arrives back on Earth from his 5 year thraldom in Hell, his powers are at their maximum in terms of energy (not skill). Every Hellspawn has a finitie amount of power. Once they use it all, they desend back into the burning hells.

For Simmons, this power is represented by a counter, a measuring device that lets the reader/ viewer know his power reserves.

Y'know, you can't really compare this to Batman, seeing as how Batman has been catered to various crowds. Even the darkest version of Batman is tailored enough so that people of all ages can understand. Overtkill is notable in that he was the first villain in the comics Spawn actually had trouble with. His fight with Violator was pretty much a draw in the comics, but Overtkill was just so heavily armored and strong that Spawn couldn't kill him without using his powers (always reluctant to do) or without weapons.

Thankfully he's a resourceful guy.

He does. Spawn is very, very strong, but it was made clear that Overtkill was stronger, not to mention simply out-massed him, which is a pretty bad disadvantage when the mass is made of solid metal.

Spawn can't physically hurt him with his bare hands, but his powers could tear Overtkill to pieces. Of course Spawn's always wary about using them up.
