Here is an idea i just pulled out of my a**. Instead of using an mot with shorted secondary, why don't you try making a new secondary out of thick wire and just change how much wire you have on the secondary to change how much it will ballast. It should be able to pull up to 20 amps on primary side. I have never used it in a ballast configuration, but i do know that the more wire on secondary, the high shorting current and i have seen it pull 20 amps(tripped 15 amp breaker, really quick).
Is that a 240 or 440 low voltage side
