Nice video. The correct explanation is that the electrons heat the paddles which then turn in the same way a solar radiometer does. The electrons don't have enough momentum on their own to turn the paddles.
Thanks for your comment..But I think electrons like any other particles do have momentum (even photons)..When collide they release heat...but the rotation need a force that is provided by the moving electrons
