The lottery thing is silly. They should abolish it and just make it easier for foreigners to apply for visas. I'm from Europe, I studied in the US for years and I have high qualifications in my field and it's just ridiculous I can't get a working visa, especially counting that I come from a wealthy background and it's extremely unlikely that I would ever need social services or welfare stuff in the States.
