no they arent for san andreas they wanted people to make mods for it and test it but they were against it FOR SAN ANDREAS ONLY after the hot coffee mod

ROckstar never wanted that people make mods for it, You could also make mods for Driv3r or Saints row but nobody plays those games. and the fact that it got popular on GTA 3. And it still excists. Rockstar never wanted us to mod GTA's, you can tell that by the way that they seured GTA IV from moddig, But now you can with SparkIV. SO youre a bit wrong.

Hot Coffee was btw a mistake from rockstar , it was a minigame which was still in the game files and people cracked it with a mod.

they in the PC let people to make his own skins for VC and lll so yeah

and about the hot coffee

it was not cracked they just found the code of it and reinserted it in the game and hot coffee happened

and GTA IV is more easy to mod than the other games

Watching your vid game me an idea for your grenade launcher, It would be cool if you changed the mass of the grenades so when they hit vehicles people or objects they would send them flying ;-) and then you know.. blow up :-)
