Used as a weapon, yes, used as a actual bullwhip, no. A Bullwhip is made of several layers of plaited leather and sometimes even with birdshot in the underbelly. In order to be affective they would need to have the right give to begin with, need to be thoroughly broken in, have to have an even taper from the handle to the fall. Need to have a fall and cracker. A whip is a particularly designed thing which needs to be made perfectly to be affective.
