Why is it TWO winners at the SAME year ?

Example: Both UK and Spain were winners 1969

@mjloover1 Actually there were 4 winners in 1969 - UK, Spain, Netherlands and France.

They all got the same amount of points and there was no tiebreaker-rule, so they had to announce all four as winners. Which lead many countries protesting next year, 1970, and only 10 or 11 countries participated that year.
