You see Luchia want's kaito to fall in love with her true self that is to say with her person, who she what she likes, she wants Kaito to love her heart' her soul not her physical which is what her mermaid form represents. after all Kaito does not know anything about the mermaid form but he does know a lot about the human form. That is why it matters who Kaito loves.
