In USSR we also had a stores, where you could buy all sorts, for Hard currency, not rubels. They were not meant for regular people - only those who got the cash. This is what it looks like - as you can see no Koreans in the shop. I f someone mentioned it , sorry - could not read all the comments.
My guess is probably not. North Korea is known for fabricating stores, restaurants, and other businesses to make it look like they have more freedom, and a stronger economy than they actually have. For example, I hear that in pyongyang, they set up a few Catholic/Christian churches with actors to perform attendance, so that tourists beleive that the nation has religious freedom. Outside of pyongyang, it is probably a whole different story.
This is just my guess, but the benefits outweigh the costs. A dictatorship like the one in north korea wants to look good to the rest of the world, thus they have acted freedom (churches, stores, etc). In reality, the regime wants total control, and any access to freedom can compromise the safety of the regime. This is why north korea is willing to put on fake church performances and set up stores beyond the budget reach of the majority of their citizens. It makes them look better.

It's not like Poland was before 1989 where stores had empty shelves, so empty you had to wait a whole day in line just to get something like a loaf of bread or some milk. Maybe people have no money to buy?

I read in a highly detailed book "under the loving care of the dear leader" on how this youth festival pretty much bankrupted the country. It was one of the causes of their great starvation and breakdown of food distribution in the 90's... well that and the fact that their "brilliant" leader flooded what little arable land the north has with his great barrage project.

Lines forming since 4 in the morning to get our monthly ratio of sugar, milk and coocking oil. About once every 2-3 months you got to buy real meat. I hated that period.

I read in a highly detailed book "under the loving care of the dear leader" on how this youth festival pretty much bankrupted the country. It was one of the causes of their great starvation and breakdown of food distribution in the 90's... well that and the fact that their "brilliant" leader flooded what little arable land the north has with his great barrage project.

@goldenleggsandwood Man i remember those days in poland as a kid back in early 80's when shit really started to hit the fan. the stores were full of stuff you couldn't afford since inflation was so high. the line ups were mostly for food stuffs like meat of any kind or powdered milk plus you had to use ration cards for groceries. the longest lineups that i remember were for toilet paper LOL.

@goldenleggsandwood Same happened in Romania before 1989 when the Revolution took place. Empty shelves, only one brand of butter, about two brands of soda. Lines forming since 4 in the morning to get our monthly ratio of sugar, milk and coocking oil. About once every 2-3 months you got to buy real meat. I hated that period.

My grandpa was connected though, so I never lacked for anything. Still, communism sucks. Its aftermath mutilated my country for the next 20 plus years after it fell.

That time, NK was a little bit better compared to today's situation in NK. Kim Jong Il let all this change for worse. Less cars on the streets compared to the times under Kim Il Sung. A little bit more freedom under Kim Il Sung. BUT starving, killing and stuff pitily did not change (for better)...

At least they are self sufficient... and all their factories are producing for the people. Communism is a failed system, but so are all the other systems that we have tried throughout history. Just look at western democracy. What does it really mean to be living in a democratic society apart from the fact that you may choose out of a handful of corporate sponsored candidates who promise the world without having the obligation to fulfill any of them.

@MyRazberry Self Sufficient? Who are you kidding? The only reason the entire country hasn't collapsed is China's continued aid to the country. They have NO natural resources! Once China cuts off its aid, which the WikiLeaks diplomatic cables revealed they are going to do (they say they're frustrated with Kim acting like a spoiled child, and consider NK's nuclear program a global risk), they expect the government to collapse in a few years. China says the economy has already collapsed.
