The Congressman wants to allow the states to decide if they want to legalize personal habits that only involve a person's own self, whereas murder and rape involve harming other individuals. If you were forcing someone to harm themselves by injecting something into another person then clearly you should be incarcerated, but if you are smoking marijuana in your own home then that should be fine.   • @republican46 Also, he never said anything about allowing drugs. He said he would like the states to decide for themselves on issues involving one's own self and not the harm of others. I don't believe all drugs should be legal...but at least I have half a brain to understand his views unlike you.

Hemp is illegal because it would confuse law enforcement.
