The only people that have gotten really big tributes were Owen Hart, Eddy Guererro, and Chris Benoit and that's only because they were major stars that were currently active in WWF/E at the time. Nowadays you might see a short tribute video like they did for Savage, but that's reserved for the major legends. No one should read any disrespect into Test's tribute.

Actually, they didn't show a tribute because that was the night that the Von Eric family would be inducted to the 2009 Hall of Fame. Most Von Erics died before their 35th birthday, they quoted it seemed un-tasteful to put a tribute on that night.
It seems like they usually only do full tribute shows when someone still actively working for WWE passes away. Owen, Eddie, Benoit, etc. Big Boss Man, Bam Bam, and Test were retired when they passed.
If SGT Slaughter or Steamboat passes away in a couple years (God forbid), maybe they'll get a tribute since they are still full-time WWE employees off air.

Anyway. Test was a drug abuser just like the rest. So why should anyone show him respect? Does that mean we should all make memorials for drug dealers who get killed on the street? Or drug users who get killed on the streets? Not really.....

And keep in mind, Martin was someone's son, boyfriend(Kelly Kelly), brother, cousin, you name it. When someone passes like this you don't seek just the negatives... just because Michael Jackson had many issues with drugs and court and altering his appearance doesn't mean those things should overshadow that he was overall not too bad of a man and that he is one of God's own just like us.
