When their ship went through the portal it closed just before it got through and literally chopped the ship in half. Arbiter was on the side that got through, Chief and Cortana where on the back side that didn't get through. So everyone back at Earth thinks that Chief didn't survive and that he got killed by the firing of Halo. So his memorial is that tag thats on the board. However Chief did survive and is now floating around just outside of the galaxy.

No. The Master Chief is alive. Okay here is what happened: The Chief and the Arbiter were separated during the jump. So once inside the ship, the chief remained, but somehow the arbiter lived. But they both think that one another is dead. (Arbiter and army think Chief is dead, Chief and Cortana think Arbiter is dead) but in truth, the Chief went into hyper-sleep (or whatever its called) and told Cortana to wake him up if she needs him or anything like that. So that's why the 117 is on the wing.
