Its not a fail. It was an exploit that worked. Some people used it to sink a ship with poe on it though then haul it using this method so they fixed it. And yes, it used to work for CIs as well.
He is trying to show that when a wind tile is pushing you off the board the monsters dont see you or attack, which is really helpfull when clearing goons/fixing damage/generating sail tokens.
Please, use your fantasy at least a little bit - the title says it's a test.
You can use these spots for resting, without necessarily going into the safezone. This is useful for example if you have a larger vessel and got some bad damage, yet can't reach the SZ. If you are however close to such a outward blowing wind, you can use it to rest there, repair and getting move tokens.

They don't see you.. they hre you moving or something like that...
