I agree with others that it's a good cover, but I don't think Dylan's voice works for it too well; in fact, of all of the people who've covered this song (TV On The Radio, Peter Gabriel, etc) I think Bowie is the only person with the correct voice to pull it off, which makes sense since he wrote it and everything.

This is an outstanding cover almost as good a Bowies very close. That is a great complent to be even spoken in the same sentence as Sir David Bowie
