Can any anti-49er tell me where in the ballot language does it say that unions and/or their members CANNOT give money to ANY organization they wish to? Show me where that is.
it says that the employer of public employees (the gov) cannot deduct money that will end up in the hands of politicians, in other words union dues. Because this money is often donated to candidates and used for lobbying it takes away unions' ABILITY to lobby on behalf of rank and file members. Pretending not to understand the system is a fallacious and deceptive way to get voters to pass a bill. To assume all bills enact word for word is ignorant of the reality of the semantic implications.
You still fail to answer the question. Who's voice is silenced by unions obtaining dues directly, rather than through the governmental payroll system? Nowhere in the language does it say anyone is prevented from giving to any group. The real question is, why, in the 21st century, do unions need FREE dues collection? Every other group on the planet gets their money directly from their members. In order to be consistent, would you also like to give the NRA free dues collection?

Flawed comparison, when you don't pay union dues the union doesn't send your debt to a collections agency and you don't end up with bad credit that can inhibit your ability to find something as fundamental a necessity as A HOME!
