I saw one similar at Venice beach last summer , but the rear wheel was the one that was off center , and it also had a clutch that you could make it coast too,, Really cool. Kids were going crazy over it. I think it was called a knoxcooter, I got a card from the guy.
I think the Knoxcooter uses a bit different drive mechanism. Note that the Knoxcooter platform appears to flex a bit in the center and the rear wheel does not appear to be eccentric or offset. I think the drive mechanism is in the rear hub rather than from the offset hub design of the Bounce Bike. But it does look clever. How much?
