Maybe there were more under 30 seconds, but I can't find them/don't know about them yet. Multiple wins uploaded in 30 seconds.
To supplement TexasTV's comment, if you count the Donny Osmond Pyramid era, Kelly Packard also got 27 seconds. Barry Jenner's time in helping M.G. McCormick win $100k was extra special.
