That's a pretty interesting question, actually. My theory would be something like this: Hallelujah is to singers what that famous monologue from Hamlet is to actors. It's the song everyone wants to try and cover, and most people fall short of living up to it, but some really bring it.
Someone with Regina's quality of voice is best suited for this song. Not all that insincere over-singing done by X-Factor winners (Diane Vickers exceptional version notwithstanding which I found on Youtube, having not cared for the TV show itself). It calls for an understated vocal. After all the song is portentous enough as it is without over-egged vocals to take away from its natural beauty and gravitas.
I don't think I fully get the question, but I guess what makes Hamlet is a combination of the tragic story, the superb language, and the fact that it's a cloth on which the actor can apply almost any interpretation.

Jeff Buckley's version was a poor attempt at trying to beat Leonard Cohen's original but he failed miserably. Regina Spektor comes very close to Mr Cohen in respect of the feeling and passion she puts in to the song, (bearing in mind this is not a studio touched up recording). I would place this as no. 2 after Leonard Cohen. (Jeff buckley isn't in the rating)
And don't be a dick about it. Music isn't really about who has the better version. Just enjoy what you enjoy. For example I hate rap in pretty much every form, but i understand some people like it. So really, try not to be an ass about someone people like, particularly when you have no decent reason for doing it.
