np, make sure to do that every so often (only has to be done after downloading a patch and installing it from blizzard) because of the embedded bittorrent client every time you download a patch you're seeding to other players in game while playing which "CONTRIBUTES" to MS problems depending on your bandwidth.

And the point being? Well, if you're uploading content to other users while in game you're killing your bandwidth and hence the high latency. The embedded Bit Torrent Client in the WoW client operates just like any other torrent client in the world does. Removal of the setup file and removal of the torrent file would obviously mean a happy client.
Yes it works on WOTLK. The patches that you download and install always leave a basic setup file and the torrent itself. What you are removing is the torrent file and the patchsetup.exe from that folder in the video so you are not uploading that content to other users while in game. Once you have installed the patch there is no other purpose for those two files displayed in the video. Obviously not having them or moving them will keep you from uploading to other players while you're in game.
This isn't to "fix" broken program files...not sure where this statement came from. This is to remove the main setup files and the torrent from your program files folder so you're not uploading it to other players while in game.

If it's gone from your recycle bin no you can't get it back without use of a data recovery program. The time spent using one of those is a wasted effort. It's much faster to download each patch separately and install up to the revision you want. wowwikki(googleable) has a patch page where you can download each patch individually. When you install wow and burning crusades that will put you at v2.0 so on wowwikki's page start with 2.x → 2.4.0 Full Patch (~924Mb)and upgrade form there.

For every patch that you have installed if you have never removed the torrent files for them ever then to answer that question, YES. For every patch that you have installed you will see two files for, like the ones I deleted. Delete the matched sets by looking at their version numbers. DO NOT DELETE BackgroundDownloader.exe and BNUpdate.exe The reason I'm telling you this is because they share the same icons as the (versionnumber)-patch.exe and the (versionnumber)-download.exe.
On my computer it flux'd anywhere between 20ms to 100ms after removal of patches. But this is due to my max upload strength being 12-14kb/sec(128kb). It all depends on your upload. If you're uploading patches to other users and you have 512kb upload then you won't see much of a latency decrease but if you're on cable like I am with about 128kb then your latency will go down by quite a large margine in game. At times before removal I was fluxing from 20ms to 2000ms if that gives you any idea.

Clearing room on your hard drive will not improve latency. Latency is how fast your internet connection is. Now if your PC caches to disk a lot, clearing up some space can speed up the machine, but not latency.
The reason behind removing the patches has nothing to do with hard drive issues via space. As I said in the video...it has to do with the bittorrent client in World of Warcraft uploading the files to other users while you're in game and playing.
