But the small section between 2:58 and 3:13 is played quietly, but to me feels like it should be one of the loudest parts of the piece.

A very fine tone quality and very beautifully played in general.
It is surprising that Chopin was only 17 years old when he composed this nocturne.
One might argue that Franz Liszt was the greatest pianist of all time but in my opinion Frederic Chopin was a more significant artist.
I think that there is the same kind of depht and profundity - as in the Chopins output in general - in Liszt`s music only in the B minor pianosonata.
This nocturne will always be my first love.

Hallmark version of "The Secret Garden", yes. That's where I first heard it.
Also, I really like the tempo the pianist chose for this piece. Played faster, it sounds like whoever is playing is afraid of this piece.
