The problem at many organizations is that business strategy, doing more with less, and goal clarity are all inseparable from the "difficult decisions" that adversely affect employees and the national economy.

If core values do not include taking care of employees before seeking whatever profit can be made through "difficult decisions", then those values cannot and will not engage employees. And "innovation" is no solution to this problem.
