Hailstorm you can whiff a light punch or kick and block immediately after before the hailstorm hits you. Proton Cannon, AHVB, Soul Eraser, PLasma Ball, etc. are all instant. Most characters do have delays on their specials with startup but after the character picture goes away, the most shoujld comes out near instant. Some like Cable have instant frame attack across. It's not impossible to block and it's not liek Storm players do it once in a while. You get used to it.

The Arcade mode in the DC is the direct port. The Versus Mode has different settings than the Arcade and has different Damage ratios.
