The game is Trainz Railroad Simulator 2006 (the latest version is now Trainz Simulator 2010).
The route was a modified version of an old route for Trainz. The V/Line locos are available for TRS2004+, the VR loco is not yet available. I personally have also released a version of the lead loco for download.
