At low speeds, a locomotive will produce more amps than the traction motors will use, slugs have traction motors and large pieces of concrete or other large heavy objects to give them weight and it will use the rest of the amps the locomotive over produces.
So in turn it's like having two engines, but less fuel is used.
@Landaux Many grade crossing do not see enough traffic to warrant them. This is how trains using these crossings are moved, with manual flagging at slow speed.
