The real answer is... both. It's suppose to be the ship exploding, however the game just puts a sprite trail of some sort directly behind Sonic for the effect. (So it seems like Sonic is barely outrunning the explosion.)

So, since Sonic is going massively slow, the explosion just stays behind him the whole time.
