Naruto? Nope. The two women in that room are Poison (sounds from SF3) and Shannon (God Hand), with clips of commentary from Makoto (SF3) and Vice (CVS). It's all in the credits.

That's why I went with CVS sounds too. Although, if I'd thought of it I would've tried putting in a GOOD WORK SOLDIER at the end.
