Just to clarify: This is a clip from a NORTH KOREAN childrens programme that shows off talented children.

The girl is singing in Korean with a Northern accent and she's wearing a type of costume that kids there wear a lot.

The subtitles are in Japanese like people said. Somehow the show made it to Japanese TV; perhaps they pick up North Korean TV off satellite, or somebody in South Korea was (illegally) watching and taping Northern terrestrial TV.
