You are right. Developed countries are better. I have been in New Zealand for five years now and the government pays for my education. They even give me an allowance for daily expenses. I do believe that nearly every place NORTH OF MINDANAO is pretty safe, except Manila. Follow any rules you would in a big city. I've traveled extensively in the PI, alone, from Cebu to Bohol to Siquijor to Negros, Leyte, Samar, and all over northern Luzon, Baguio, Papamgas, Subic Bay, and the only places I really NEED a local guide/friend/good taxi driver to be with all the time on the street is Manila ans anywhere on Mindanao. The rest is still safe, still a wonderful land! Mabuhay from a Kano!
