It means you use some character with long range skill, like hunter, then take the aggro of the mob and with slows and snared you move it around. You need to often slow the mob you are kiting because they ran either as fast or faster than players and sometimes they have nasty debuffs that apply on melee range (like in heroic Blackrock Caverns) or they one shot you (like Whale Shark).
