Good question. Many large telescopes can see it, but the information is classified. For an object to be seen it must have its own light source, like a star, PlanetX is a failed star with no light, therefore it will only be visible when our own sun's light illuminates it, as it does the moon. Radio telescopes do not have this problem.
Concerning your question "why blow it up now",
the answer is simple, without our intervention your planet is doomed.
They rule this Universe and control our destiny, that is one of their many tasks. In time we will be like them and emulate their control and you will be a nicer person.
