This was a culvert IED (i.e. the little water ways under roads). Insurgents fill these up with explosives hoping to take out a vehicle along with half the roadway. Very hard to detect unless you get out and physically check the culverts.

If you look at the 10 second mark or so, you can see the "mortar" appear again at the top of the screen, and then at the 24 second mark or so it's CLEARLY visible for a couple seconds. My expert analysis would have to conclude that it is a bug on the windshield.

The video says it's an IED, and I'm inclined to agree.
