Personally, I think JCVD, Raul Julia, Kylie Minogue and the others did their best to portray the characters as they were written in the script. Ultimately, bad casting (notably for Ryu, Ken, Sagat and T-Hawk, etc.) and an even lousier storyline marred the movie.
